What’s actually happening in Legal, Risk and Compliance hiring

Legal, Risk and Compliance hiring just doesn’t move the way it used to, with much of the demand now following regulatory obligations as well as traditional business growth.

That changes what a good hire looks like and how long a good search takes. So here’s our take on what is driving demand in Australia and what it means for your next hire.

Regulation is setting the hiring calendar

Morgan McKinley’s Risk and Compliance salary guide describes the market as resilient, supported by regulatory deadlines, emerging risk areas and steady demand in financial services and the wider corporate sector. In the first half of 2025, operational risk hiring led the market because of the CPS 230 deadline, and it drove strong demand for contractors.

Once those deadlines passed, the pattern shifted. Hiring has moved toward permanent appointments as employers build long-term capability.

Privacy is on a similar path. The statutory tort for serious invasions of privacy has been in force since 10 June 2025. From 10 December 2026, organisations using automated systems to make decisions about individuals will need to disclose that in their privacy policies, according to Coleman Greig’s summary of the reforms. Further reform has been proposed but is not yet enacted.

Taken together, this points to scrutiny as a major driver of demand, with employers hiring for assurance as much as capability.

Where the demand sits

Morgan McKinley lists cyber and IT risk, technology risk, operational risk, risk in change, third-party risk and AML/CTF management among the most in-demand areas. It also points to emerging risks such as cyber, IT and AI as a driver, alongside remediation and transformation work.

The common thread is specialism. Each of these roles calls for experience in a particular regime, so a candidate with a risk title but no background in that regime will struggle to deliver.

Why generalist searches stall

A Compliance Manager search needs a different approach from a generic operations hire. The titles can look alike on paper while the regulatory exposure behind them differs a great deal.

The market is also tight. A Robert Walters survey of more than 400 legal professionals found employers competing for experienced talent in an increasingly selective hiring environment. Many professionals open to a move are not actively searching, so a job ad alone rarely reaches them. Flexible working was the most valued benefit among both private practice and in-house respondents.

Morgan McKinley adds that recruitment processes have lengthened, with employers weighing cultural fit, technical depth and the ability to influence senior stakeholders. Put together, a broad search that relies on inbound applications is the usual reason these roles stay open longer than they should.

What this means for your next hire

  • Define the regulatory exposure first. Name the regime, the sector context and the stakeholders the role has to influence before you write the brief
  • Treat it as a specialist search from the start
  • Plan for passive candidates. The best people are often not looking, so direct approaches matter
  • Offer flexibility early. It is the benefit candidates value most
  • Decide whether you need contract or permanent cover. The market has swung between the two
